I'm planning on upgrading to an Iphone in June, and I was just wondering if I can use that phone when I visit the Philippines under a different company with a SIM card. I don't know if that will work since it's not under Verizon.

Since the Verizon iPhone does not have a SIM card (or slot for one) I would say no. You may want to try an AT&T version of the iPhone which does use the SIM card (GSM network).

You may use your Verizon iPhone with the Skype app to make calls over a WiFi. Skype provides the ability to make calls to other Skype users as well as landlines and mobile phones anywhere in the world. Best of all it's either free to other Skype users or low per minute rates to landlines or mobile phones. It's a good way to avoid international roaming charges, but of course you will need WiFi access.

The Verizon iPhone is CDMA only (not GSM as the AT&T iPhone), so it's not global ready. There is the Global Traveler program if your trips to the Philippines aren't lengthy.
