Cannot be done. It was built into the iPhone.
Only turning it off is your only solution.

We don't want to see your data being used unintentionally, 19_kaykay_94. On most iPhones, you can turn Hotspot on or off by going into Settings>Cellular>Personal Hotspot. You may even see it a step earlier in Settings depending on the software version you have.

The thing is I don't want the hotspot on my phone. I don't want the option for the hotspot. I know how to turn it off and on but I want it gone.
