Can I activate a device I purchased on E-Bay?

Bought an iPhone 4s from eBay, seller says it would be unlocked after he is removed from the line, but after sold and paid seller says its unlocked from him, am I (removed) now, or will this phone be unlocked period? I asked for the IMEI number so that I can call VZW but no response yet.

What are options? Will it be locked/unlocked?

If you purchased a phone from eBay and it was a Verizon Wireless phone we can look to see if the phone is on the lost, stolen, or non pay list. If it does not appear on those you should be able to activate the phone.
