Hey Verizon! How about getting on Apples case about adding server capacity for the iTunes download of software? I can't be the only one getting the " 0kb of 652.8mb- stopped (err = 3259) " after wasting time downloading this update? I even tried a download at 3:00am (eastern time). hoping but same outcome.
I have Time Warner Cable Road Runner so it should be plenty fast

Check and make sure your firewall isn't blocking the download. That particular error code usually means this. So, I don't think we can blame Apple or Verizon for this one. To test, simply disable your firewall temporarily and try again. If it works, then you need to add an exception for iTunes so you won't have this problem in the future.

You do realize that just like you there are millions of other iPhone users out there...not to mention iTunes users. It may be a capacity issue but honestly the problem may be on your end. Just to see if it were truly impossible to update I just went ahead and updated both my iPod Touch (4.3.3 I believe) and my iPhone. I received no error and no download issues. Have you tried finding out what the error code means? A quick Google search id's it as a network timeout error. Chances are it is related to some conflict with your computer (perhaps the anti-virus program you may use). Try looking at the following:

Look at the links provided in previous posts and also try searching the Apple Support forums to see if you can find other suggestions that may help if nothing in those links help.

I turned my firewall (Windows Defender) and my Virus Protection Program off and the download file for the update was successful.
It must be something in my virus program or firewall that's blocking iTunes connecting with Apple.
After the download immediately turn your firewall and virus program back on!
