convert cellular data ipad to wifi only

How can I convert my IPads from cellular/wifi to wifi only?

You can cancel the lines of service and then use the iPads over wi-fi only.

To cancel service or remove a line permanently: Call Customer Service at (800) 392-0717, (Mon – Fri, 7 AM - 9 PM, Sat – Sun, 8 AM – 9 PM local time).

I had my ipad data plan changed to wifi only last month but they did not say anything to me about taking out the SIM card.....how and why do I need to do this?   Can you explain?

Data plans are not "changed to wi-fi only".  You need to ensure that the line for the iPad was canceled.  The SIM card is what connects the iPad to the VzW service; removing the SIM card ensures that there's no connection.

When the SIM card is removed, the device has no way of connecting with the cellular network. With the SIM card in, the device has the capability to connect to the network. If for some reason, the device started connecting to the network and you were charged, I am sure you would not be happy. Removing the SIM card removes this possibility from the equation.

It seems that the cell phone would be able to provide wifi data to the tablet just as good as the tablet would be able to connect to cellular network, at LESS of a cost to the consumer AND with less profit for Verizon.

You are correct that cellular data is especially beneficial when you are on the go, but is just seems to be an unnecessary cost to the consumer to have 2 separate charges for that cellular data when one SHOULD be enough. I know you want to make sure to get every possible dime out of your customer's pockets, but this is just getting ridiculous.

Your phone will stop functioning as a phone and your battery will drain. For someone who needs their phone open at all times, this is not ideal for them.

If you need a wifi only tablet, you really shouldn't bother getting one from a carrier anyway.

My Pixel 3 works just fine as a phone when I have devices connected to its hotspot.
