When does Verizon expect to rollout Windows 10 to current Windows Phone 8.1 Nokia cell phone customers?

A better question is when/if MICROSOFT and Nokia going to send the update to Verizon Wireless for carrier testing and certification. Only once it has passed the testing and certification will MICROSOFT release the update.

It depends on when Microsoft releases Windows 10 Mobile and then which devices will gets it first.

Plus we're in the dark if the rumors are true that Microsoft is severing ties with VZW when it comes to Windows Phones.
Microsoft might release the update without VZW doing any carrier testing/certification. I know when I installed a build on my Icon it ran fine in regards to calls, voice mail and texting. So it's a wait and see.
I know Microsoft is suppose to announce new devices in the beginning of September.

I remember reading an article online that mentioned that Microsoft would like to issue software updates directly to phones (much like they do with WiFi only tablets) and bypass the carriers altogether.

Release from Nokia/Microsoft to all carriers happened a long time ago folks.
Verizon is typically 1 year behind the eight-ball when it comes to OS update releases. Its issue isn't "compatibility" with their cell system, but how much they have to change their own apps to run on the new OS. They won't release the OS update until all of their own apps are tested and work first.
So the question to VW is whether they are doing the work, or sluffing off and insisting that customers replace their devices to get the new OS. I know that if I am forced to do so, it won't be purchased at Verizon.

Actually, I think the first (non-insider program) updates from 8.1 to 10 will be available by Microsoft in December.

Yes, you are correct, the updates will be coming out in December directly from Microsoft. It will be coming out on a phone by phone basis. if you want it early, just join the insider program. Anyone can join and you can pick when you want to download, I am just waiting for the next build which is reportedly close to RTM and I will be downloading it

IIRC, Microsoft originally announced that the carriers would control when the phones could get updated to Windows 10, but once a phone is on Windows 10, all updates come directly from Microsoft.
