Yes, just turn DATA OFF (or put it in airplane mode to turn Data/Voice off) to avoid data charges. Then turn wifi on when available.

You can definitely take as many pictures with your Trophy as you'd like at no cost to you. It would be best to turn the data off so you won't have roaming charges. I would also like to just add this link that gives you the International Data Roaming Rates

The answer to your other question is yes, you CAN use local wi-fi to connect for syncing of photos to Live, using internet, checking email, etc. Whether there is a charge for this or not depends on the local wifi. There are wifi hotspot services that you can subscribe to, and you can see a map of supported hotspots, so this might be something worth looking into, depending on where you are traveling to.
