phone wet ! on screen & won't turn on

What to do.  I have placed it in rice for 24 hours.  If I try to cut it on the ! comes up and phone turns itself off.

It sounds like your phone took a swim.  The cellphone in rice trick is really 50/50 it may or may not work.  Do you have insurance on the phone?  If so you can place claim,http://bit.ly/07CrqPK.

Here's my unofficial steps for your best chance of success.

1. Turn off the power. Don't try to power on. Remove the battery and other accessories if possible. If the phone is meant to be user-disassembled, do so as far as you are comfortable. (8x's battery doesn't come out, and the 8x doesn't come apart)
2. Use a hair dryer on low for a few minutes. This will help evaporate some water.
3. Put some rice in a ziptop bag or other container. Long grain rice works best.
4. Leave the phone in the unzipped bag for three days. Don't try to power on until the time has passed.
5. Reassemble the phone and see if it worked!
