Call + SMS Filter doesn't work for me either. Been reading a lot of other forums and it seems all 928 users are experiencing the same issue. Read that a few had contacted Nokia about it, and there response has been to contact Verizon on the issue. Some have swapped the SIM card, with one from other carriers, and all of sudden the filter works!
I hope Verizon is not disabling yet another native function of the device just for profit and remedies this ASAP!

SMS filtering works. Call filtering does not. Don't just post on this and other forums about it, CALL Verizon Wireless and let tech support know of your displeasure. Squeaky wheel vs grease.

Yes, the SMS part does work, but is only part of the whole filter. So the call+SMS filter is not functioning properly, at least on Verizons' network it's not. And, I have called

You can only block 5 numbers for free, for 90 days as you mentioned, then you have to re-add them afterwards. If you need to block more, up to 20, you'll have to subscribe to Usage Controls service, which cost $4.99 a month for each line subscribed.

You can manually block numbers again after they expire. Or, get a little extra security with Usage Controls and block up to 20 numbers without expiration.
How much does Usage Controls cost?
Usage Controls costs $4.99/month for each line that's subscribed to it.

I don't think Verizon has ANY plans to fix this app and to allow it to function. I should re-state my original thesis. I had said that Verizon was being paid by somebody to prevent this app from working. That was not accurate. Verizon simply offers a competing service, on a pay for use basis ($4.95/month/phone) and doesn't want to allow an app to do filtering for free while they charge for it. Simple economics. Verizon has a financial interest in NOT allowing this app to work.

I had a conference call with VZW support and Nokia last week. NEITHER is taking blame but this is clearly a network (read Verizon) issue since it works on every other carrier. I was told this would be resolved in a future update. Dear Verizon... we're watching your actions on this.

I put my phone on the preview for developers program and I have the GDR3 update and it seems to have fixed the issue unfortunately a dev account is not free you will need to pay $19/year for individual accounts. And I have been told that both Nokia and Verizon can void your warranty if they determine the non-carrier sanctioned version of the Windows Phone 8 software caused your problems should you have to send your phone in for warranty exchange.

FWIW, GDR3 seems to work fine on my 928, including the call filter.
