This app is not a Verizon app. The app is made by Microsoft, therefore any bugs in the app would be something Microsoft would have to support and/or explain. Verizon Wireless has nothing to do with the extras+info app. Refer to the windows app store below to see the publisher is indeed Microsoft:

Since Verizon adds their own bloatware I think that they are co-producers of the end product, and hence it is their duty to work in collaboration to make sure the product works correctly with their bloatware. Personally, I would prefer their bloatware be left off. In addition, there is no good reason why it should have taken them until the now to decide it did not work well enough to push and send it back to the vendor.

Very odd user name "vzwenduser" -- Verizon Wireless End User -- seem very much like industry jargon (Typical customers would not refer to themselves as End Users. What Verizon could not come up with a more original name for it fake customer accounts?

A week after my Icon reported it's now running Cyan and WP8.1 there is no change. Still says the same thing. Others have reported similar "alleged" updates that went back to Black and WP8.0 after a few days.

And you still don't have Cyan. Every piece of info there corresponds to Black.

BigBearacuda, you got the user name correct, but I am not affiliated with Verizon Wireless in anyway. Although, I pay a monthly bill that supports Verizon Wireless, haha. With a lot of names taken I just choose that because well that is what most of us are, "end users". These days so many usernames are already taken I sometimes end up getting inspiration from a thesaurus.

But in response to your bloat ware statement, I would agree they should not waist time installing bloat ware, accept for the my Verizon app, I like that it has usage stats. But the app in question as nothing to do with issue of the cyan update not being out.
