My guess is that V is giving their new HTC One for Windows phone some time to be their unique 8.1 offering. It only went on sale a few weeks ago, and if they updated all phones to 8.1 there would be less incentive to look at the HTC.

You are the one that is dense... Unlocked phones DO NOT need carrier approval of any sort...
If that were true then ANY international device on any US carrier wouldn't be able to get the update when it rolls out for that specific device, but it does. You can even update it on WiFi...

show me an unlocked Windows Phone that is not updated... I have one in my hands from Europe and it is... updated and it is used on T-Mobile... It's one of the MAIN reasons why people BUY these phones other than the fact they work on any carrier choice and are not tied to a carrier. Nexus 4 and Nexus 5 are examples as well.
Buying a phone that is intended for a carrier and getting it unlocked is DIFFERENT than what I am talking about... Nexus 4 and Nexus 5, Motorola X, Sony Xperia (full line except the Z for T-Mobile, and Z1S) all get updated on ANY carrier are examples. I didn't have to wait for any carrier approval. I had to wait for the manufacturer to release the update. Shoot my Symbian devices when those were still around I had to wait for Nokia and they updated without AT&T nor T-Mobile.

oh explain how does the 520 work on T-Mobile and can get the update? If T-Mobile still had to approve the update to be updated through their network... Then it shouldn't have been updated correct? Use your head...

How many times do I have to tell you that....
NO CLASS ACTIONS ARE ALLOWED PER DECISION OF THE US SUPREME COURT!
and Verizon is not obligated to update any device if they don't want to.
And no as I said before do not work for Verizon and never had.

Elector, you are taking a decision made by the Supreme Court about shareholders suing a company for fraud and applying it to something that has no relation to the rulings the court made.
The Supreme Court did not ban all class-action suits.

You are wrong sadly sir. You can't do a CA against carriers. You can sue solo, or go through arbitration, but you can't do a CA.

additionally the US Supreme Court stated as long as arbitration and single right of action is in the contract. Which it is "Class Actions are not allowed"

FYI, just for the ones interested. Nokia/Microsoft announced that ALL of the AT&T phones can now get the Cyan firmware and Windows 8.1! Now that seems very strange that Verizon with a similar size network and not nearly as many Windows phone options can't get the update out to ANY of theirs. Just more reason to complain and moan and groan.

Nokia has separate teams doing each update. Different people different speeds. Also Depending how well a device sells Nokia may put more people on a single device than another. This to me makes me wonder if people can FATHOM this... Doesn't matter what software company you work for will ALWAYS have different teams for different projects. It all starts with the manufacturer. Also you should learn the CDMA procedures when it comes to updates. GSM by nature should be updated quicker because GSM devices just need test keys while CDMA devices need signed keys from Qualcomm which requires them to test the update(required by Qualcomm), and it can takes weeks to months for them to approve anything you've done and send you a signed package. There's plenty of documentation backing this up, and you can probably request it from Qualcomm...
