     I'm surprised people are actually believing that you can get the FCC to do anything about your WP8.1 update.  The only reason they would ever get involved with OS updates is if there is a proven flaw with a certain device that would require the update in order to function properly.  Verizon sells you a device that works and has all of the features that are advertised with it.  There is nowhere in the agreement that you are guaranteed updates for your phone.  Just guessing off the top of my  head but I'm pretty sure you'll even find a clause in the user agreement that actually says they don't owe you (removed) when it comes to updates.  You buy the phone as-is, and as long as it works the way it's supposed to, the FCC has NO power to get involved.

     Do I believe Verizon isn't going to release 8.1? No.  Not unless they want to give every other provider one-up on them.  I personally think Verizon just doesn't want anything to do with Windows Phones and are taking they're sweet time to deal with them.  It's sad because Verizon is hindering WP this way.  Representatives never know anything about WP, they NEVER try to sell you a WP, and from what I've read here some actually try to DETER people from buying a WP.  Either way I think VZW will eventually release the update when it's convenient for them to do so; probably around Black Friday.  What can you do about it? Absolutely nothing.  FCC won't do anything about an update that isn't essential to your device working properly.

     What do I think Microsoft and other device manufacturers should do?  Put the device-specific 8.1 update in the store!  VZW doesn't owe you an update, but they can't block the updates from being downloaded.  The only thing they can do is say that it voids the warranty.  Microsoft should just slap a warning on the download saying that it could void your warranty and let people install it at their own risk (just like the dev-preview).  If VZW want's to hinder WP, WP should just bypass VZW.  That's my two-cents.

This is the best thought out argument I've read to date.  I especially like the idea of making device specific apps/firmware available through the app store.

I can't confirm, have no proof whatsoever, and am only speculating, but I have a feeling the reason we have not received the Cyan firmware update yet is because Verizon and Microsoft are secretly working together on the new Denim update and will skip the Cyan update altogether, at least where the Icon is concerned.  Not sure about the 928.

According to this article, three new  Windows Phones (730/735 and 830) will come with Denim already installed.  Three already existing phone will be the first to have the Denim firmware update available for download.  These phones are the 930, 1520 and the ICON

I sure hope my intuition is correct and if it is, I'll surely be the first to apologist to Verizon and everyone else for my previous posts and comments.

Let's hope I'll be apologizing!

You realize that article says you still have to already have Cyan installed for Denim to even work right? VZW is making me really want to go back to AT&T. At least then I would have ever freaking update for my phone!!!

This is a loooong shot and VZW doesn't have the mental capacity to this but supposedly O2 Germany is going to release Cyan+Denim at the same time.  So you would have a long update process but it would be downloading and installing Cyan first and once completed do another update and get Denim; in one sitting.

I think you are correct in your first sentence.  Verizon technical support employees are too stupid to understand how to combine multiple updates into a single update.  They would wind up messing something up for sure!  These idiots would probably send out Denim before Cyan and cause all of our devices to lock up!

My patience is wearing extremely thin.  I'm way past disgusted with Verizon's inability to perform!  They claim to be "the best network", yet can't even provide a simple firmware update in a timely manner.  Incompetent, careless, thoughtless, rude and manipulative.
