Although I do not have a Windows phone, it appears as though the message is from Time Warner. Do you have a Time Warner email address set up on the phone?

Did you happen to call the number?

This sounds like a virus or malware program that has made its way onto your computer.  I would ensure you have the latest virus definitions on your computer and run a thorough (complete) scan of your system.  If this doesn't work, I would suggest  you use Microsoft's Malware Removal Tool.  You can download it at the link below.   Hope this helps.

If that message came through Internet Explorer on your Windows Phone you can safely ignore it.

That is an erroneous message from TW.

Windows Phone can not be compromised through the browser or software.
