why am i paying for service i'm not receiving?

i pay an exorbitant amount every month for what is, presumably, the "most reliable carrier" in the business. however, i rarely receive 4GLTE coverage, in fact, if I'm lucky I'll get one bar of 3G coverage. I'm in the 98439 area code and reside on a military base. One would think that Verizon would be pretty keen on supporting the Armed Forces and their ability to remain in contact with work or family, but for the past 8 or 9 months the service has deteriorated to the point where my coverage more often than not is a bar or two of 1x. Why should I pay for service I do not receive?

Let's look further into this ABFuell73! I certainly understand the need to have an operable device. Does powering off your device and removing/inserting the sim card help? Is service ok outside the military base? Please share.
