I just go to the list of phones and select Basic under the first selection drop down menu. I think that is the complete list of phones not requiring Data Plans. Don't know about the WiFi question.

True, however these two phones have some serious downsides like not being able to connect to Backup Assistant and not being able to connect as a "flash drive" to a computer that make them about worthless in my book.
It's all about greed since it is possible to configure most smartphones as WIFI only, it's just that BigCell has us all over a barrel and none of the four are about to make the rest mad.
Dont go off of the answer that a basic phone does not require a data plan. I have tried to switch my daughters phone over to a different number. It did not require a data plan the entire two years she had it but now it does... You should talk to a verizon specialist to find out for sure what phone does not before you order anything.
