It's pretty apparent that Verizon does a roughshod job at best of training their employees and making clear to those employees what they're supposed to be saying to customers.

 

We've seen similar issues with the mandatory data plan and other policy changes being poorly explained and unevenly enforced (to the extent that is possible on Verizon's computer systems).  I think your best bet is to always ask for information in writing, or at least, request that a CS refer you directly to a Verizon-issued document that supports their claim.  You should also maintain your own documentation about what you're told.
