getting billed for megabyte usage when the internet is blocked.

I was charged 1.99 for data usag when i asked why i was told that if the web was completely blocked I would not be able to send picture messages. That does not sound right to me.

That is correct. You may have web access and downloading blocked, but even with those blocks, the media center or Get it Now can still be browsed which does incur megabye usage. Only way you can block all megabyte usage is to block all data services [National Access] which, even though picture and video messaging does not incur megabyte usage, it is required for your pix/flix to work.
