Why is Verizon not making this situation right?

I had no problems with Verizon Wireless until about 6 months ago.  I was in touch with the Loyalty department due to a hardship issue.  They offered me a promotion ($10 off each of data packages for a year) and told me I would benefit from reducing my plan from 1400 minutes to 700 minutes.  The promotion was lifted without a warning after only 1 month. I talked to an employee last week who assured me the issue would be taken care of.  I received my bill and it was still not on there!! I called again last night and was told that the promotion was not compatible with the plan.  Deceptive business practices!!! Verizon refuses to do anything to make this situation right!  Whether or not I am qualified for it is not the issue... it was something I was told I was going to get and they are going against their word.  All of the employees I spoke with saw this in my notes that I was supposed to get but now claim the first person I talked to was not trained in the policies!!!!
