Why do Edge customers (who pay for their phones over time) pay less line fees than those who purchase their phone outright?

If you are on contract, that means you got a subsidized phone, so there is no discount.
If you are off contract, such as if you finished your 24 month contract, bought a phone for full retail price, or brought a phone to activate, then you will get the $10 or $25 month to month discount that you can add.
Since you are on contract, you have not paid for your phone yet, and that is built into the higher per month price. You did not buy your phone outright, but paid a greatly reduced price and you pay the difference with the higher monthly fees.

They don't. If you bought your phone outright and I assume you are off contract just log into My Verizon and on the line that is phone is one click Change Features and activate Month2Month discount. This has been available since mid April.

Thanks. It appears I am on a contract. Does that make a difference because I don't have an activate month2 month discount option.

With the Edge program you actually save money (states every individual), but the savings actually depends on the type of phone you get. The Edge program breaks down the retail price of the device into 20 payments with the options of upgrading after the 12th installment is completed by trading it in in like-new condition and VZW pays the rest of your Edge payments. But you actually could see an increase service line charge instead of the normal rate $40 for a smartphone and while being on 10GB+ plan with the Edge you actually receive a $25 savings which is also applicable if you have a device out of contract (byod/bought outright/Edge). But with the Edge you see an additional charge of the payments for the device with phones now adding an additional increase on the bill depending on the phone you get. So it roughly does come out being even besides not having to pay out of pocket for the device (except sales tax per retail device) and no upgrade fee. But ultimately it does save you money over time with older devices, but now with newer devices being more expensive it actually increases your monthly reoccurring charges.

Well, you can buy a new/replacement phone at full price BEFORE your contract ends, which I bet the OP did. Unfortunately, that doesn't end your previous 2 year obligation. Once he/she meets that, he/she should be eligible for the discount.

Because you never really get to keep the phone. To "Edge Up" you need to pay off 60% of the phone cost - which on a 20 month payment plan is 12 months.
Verizon then gets your functional 1 year old phone, and likely can flip it for a refurbished phone to sell back to another customer.

You didn't pay full price for your phone if your on contract. And you won't get the month2month discount until your month to month which means no contract.

You most certainly can pay full price for a phone and still be on contract. You can get a new phone any time you want to during the 2 year contract period IF YOU PAY FULL PRICE. That would be pretty unusual, but people who break or lose their phone do it all the time.
