Why are text messages still going to my old device?

My wife recently upgraded to an iphone 6 from a 4 and now that it has arrived and is activated she is still getting some text messages on her old phone.  sometimes the messages come to both phones and some to her new phone?  Why would this be happening?

Is iMessages still turned on in the old iPhone? You probably could turn it off.
