Not technically. The base price is the plan that includes unlimited talk, unlimited text and a set amount of data. For example, $50 includes unlimited talk & text and 1GB of data, $60 includes unlimtied talk & text and 2GB of data, so on and so on. That base price is just for the unlimited minutes, unlimited text and the data size you pick, no phones are included in that base price. You then pay an additional $30 (basic phone) or $40 (smartphone) for EACH phone on your account to be able to access those unlimited minutes, unlimited text and the amount of data you pick.

In the example posted it says 2 GB is $70 but's it's only $60 so where is the extra $10 coming from?
They goofed. Verizon obviously has people in charge that aren't very bright.
There is an example at the bottom of the 1st page of the link I posted. That shows $70 for the plan that includes 4GB of data. The $60 plan I am using in my posts includes 2GB of data.

Personally I get 10% for my discount. If I pick the $60 plan with 2GB or the $70 plan with 4GB, that still means I am not getting a $6-7 discount that I used to get. It's still a rip off and I am still paying more than I currently do for less service.

Clear as mud. Now, I only get the discount on my line, not my family's lines. What you are saying is that the data price (say $60 for 2GB) will not get the discount? But, I would get a discount on the $30/40 for each line on the account, even if my line is the only one eligible for discount now? Is there any documentation on this?
another example of conflicting answers from different CS reps, thanks Katie I assume they would only send a well informed rep here where you answers would be in 'print' but I got a very different answer earlier today and so repeated in one of the threads. Business as usual different reps . . different answers . . but thanks again Katie
More lies & misinformation from VZ customer service. Here's a transcript fro an online chat a from a few minutes ago:

The informatin in your transcript is exactly what I was told how the discount would work.
