Verizon bait and switch?

So in September I went into the store looking for a prepaid plan. The guy at the store told me they had a promotion for new members $60 unlimited talk and text plus 2 gigs of data but since I was a new member they would give me a free gig, I told him great sign me up.
A week later on my Verizon Mobile I see only two gigs. Called Verizon and after two reps and 1 manager they agreed they made a mistake and told me they would add the extra gig for $60.
So today I checked the bill and saw it at $160, called Verizon again and after speaking to the manager, she said that promotion was not available on the loyalty plan that I have. Is this true? Who else can I speak to? And would I need to pay the $340 early termination fee for their mistake??
