Upgrading New Phone

Hello all, I have a question for yall. I want to buy the new Blackberry Storm but I bought my current phone less then 2 years ago... So I was wondering how they allow you to upgrade before the new every two? Does the price go up then what is shown on the website? and if so how much would it be?
