Ive noticed that when a friend of mine who lives in Massachusetts is on the other line (and in Mass).. I don't get the tone that tells me he is on the other line... It just rings as normal and goes to voice mail... however when he travels into the upstate Albany, NY area... the tone comes back! This has been tested and proven multiple times....Is this thing a regional thing? I really would like to have this feature everywhere

no not ringback tones... I THINK it might be refered to a "Distinctive Ring"?....
Example: I call Bob, Bob is on the Line with Sally... The Ring I Hear... is the reglular ring followed by a "beep"... alerting me that Bob is on the other line with someone...
the "beep" only occurs when he's on the line with someone else...

That beep is connected to his call waiting feature - it notifies him that you are calling in (does he get notified that you are calling?) but also lets you know that he is on the phone with someone. Is he turning off call waiting? If he is out of his home area, the feature may not be available (as you said, a "regional thing").
If he has call forwarding turned on, or ringback tones, or call waiting diabled, then you will not hear the beep when he is on the line with someone else.

I dont think its a Tecnical issue as Ive said... it works when he is home area but not when traveling out... and im wondering why

Possibly the area he is in doesn't support "enhanced features" - does he have 1X, 1x or EVDO signal when he's out of his home area?
We recently were vacationing in the Sierras, and I had no EVDO signal, and the 1X was weak, but there. I could receive voicemail, make calls, and text, but could not send or receive pictures or connect ot Mobile IM. I suspect other enhanced features were unavailable as well, but I had no reason to test for them. Back here at home now, everything works as normal, and the picture messages I received but could not open, I can now open and see...
