What can I do to save on voice/data roaming charges when I am in Canada for a week? (I have an iPhone 5.)

If you plan to use your phone on the cellular providers (usually Rogers or Telus), but you don't feel like going through the effort of getting a pre-paid SIM and making sure the phone is unlocked, just add international voice and data to your plan for a month or two. This is significantly cheaper than paying for roaming charges.
Otherwise, my ultimate recommendation is to stick the phone into Airplane mode, and then turn on Wi-Fi. You can use VoIP or video calling applications to communicate with others. While not as practical, it doesn't really cost you anything other than some inconvenience.

That is what I was told and I accepted the Canada Mexico Plan thinking that it would only cost $65 instead of the $60 that I currently pay per month for a single line iPhone plan. Today, I received my bill and to my astonishment I was charged an additional $40 for the the plan bringing my total to $117. I called CS and advised them that I was misled and asked to be put back on my former plan which they did but I am told that I will be prorated for both plans because I am several days into my billing cycle. I am disappointed with this and very angry because I was misled and now I am being penalized! It's clear that the money is more important to them than satisfying a customer that has been with them for over 15 years!

I haven't left for Canada, yet. I don't plan on using very much voice or data while there for a week, so the low priced plan seemed attractive, but there is no way that I will use $40 worth of roaming.

T Mobile now has wifi calling on top of data roaming being included. 20 cents for call roaming whil in Canada.
Drop Verizon if you travel to Canada and use T Mobile

yes drop you cell provider and incur all the charges of changing companys because yoru going to canada for a couple days
