Poor Reception...Why won't Verizon increase the signal strength and signal quality?

I live near Penn Yan, NY and we have had good cell reception for five years. We just build a new home, and do not have WiFi or cable - it's not available. We were planning to use a Verizon MiFi to work and home school our children.
In the last couple months, we can't even make calls. Service went from 4G LTE, with four bars, to 1 bar or mostly 3G. This is outside and inside. There has not been more construction or housing growth.
Please help, we're moving in on June 1!
Who can I talk to about dialing up the strength?
