Beware Vodafone Netherlands
Just got back from Europe. Verizon connections in the Netherlands are though Vodafone. Except, the Vodafone connection does not show up on my HTC Verizon phone as Roaming - so, setting the phone to deny data roaming does not do what you'd think it should. As a result, various apps just do their thing and end up passing data, which Vodafone promptly bills at $20 / Mb.
The only way to stop the scam is to disable the entire mobile network on the phone.
Other connections through Proximus in Belgium worked correctly and indicated the phone was in a Roaming area.
Extended discussions with Verizon reps resulted in no solution (should have disallowed the charges) and no indications they would fix the problem. Either the phone is not roaming (so I owe no roaming charges) or it's a problem with the Verizon/Vodafone system and so should not result in charges.
Call it what it is - billing fraud.

Contact 1-800-922-0204, for customer support, and they may be able to get you some credits, or something like that.

Closing out this one ... Verizon did the right thing. Extended discussions with customer service resulted in all the Vodafone related charges being refunded. The customer service rep was very pleasant to work with, though it took a while for the gears to grind through.
Verizon rep was unsure if their technical people were able/willing to follow through and find out why the Vodafone system does not give a roaming indication in the Netherlands. If not fixed, they'll likely see a lot more complaints.
For now, just a recommendation. If you don't want data roaming you should probably turn off all mobile network connectivity (can still select WiFi if you need to) while overseas.
We'll be staying with Verizon for cell phones. This was a head-scratcher but they worked through it with me.

I too am being over charged for overseas calls not related to me$252.73,Why did verizon not contact me and let me know my monthly bill was being way overused.They say it isnt fraud,I say it is,by Accra,Ghana scammers +233 #######.I thought Verizin had good customer relations,they dont,there female representatives,are rude,unhelpful,and trying to get ahead in the Verizon hiearchy......They say it isnt fraud,Accra,Ghana scammers I have learned have their own ways to use your verizon acct to run up bill,without a trace,only coming from your real number.Never give out number too Ghana,they are all theives......Anybody have similar experience,let me know,and how you dealt with it???PLEASE.

IT would help if your post made any sense.
IF you believe there are fraudulent charges, then contact the fraud department.
SAying they are fraud and scammers doesn't make it true.

Yah and their very rude,especialy the girls that work their.My monthly bill averages $180-$190 a month in 2 days it jumped up to $547,then after I bitched and complained that I think my phone was hacked by a scammer from Ghana,God why did I get tricked into giving this theif my cell #####Now I pay....Verizon treated me bad after years of faithfuly paying my bill on time and in full,Just tells me it's all about the money.I will pay it ,since it is my own stupidity,but they don’t have too threaten me,that if I don’t pay in full,Phone gets disconnected,I called FBI in Accra,Ghana about this and they said yes,they have many illegal ways of doing this with out a trace.....Anyway I am moving on too a more customer friendly Cell company.......VERIZON=GREED!!!!!!After I get out of this contract,enough rude treatment is enough!!!!!!!Any body have same happen to them,let's get together and put a lawsuit together????????
