Does Smartphone Access Fee DECREASE after expiration of the two year contract?

CCurrently you can get a $15 or $25 month to month credit after your contract expires. If your data is 10gb or more you get the $25 credit. You have to sign up for it, it doesn't automatically start.

You have to manually add the Month2Month discount to the lines out of contract. It isn't added automatically.
