I am a customer with one of these 3G multimedia phones. I activated it shortly before the new mandatory data charges went into place. Will I be affected by it in the future?

As long as you make no changes to your plan, you won't be charged the data fee of $9.99. If you change your minutes or add texting or otherwise make a plan change, the data fee will kick in.
I've heard (but not confirmed either way) that insurance or warranty replacements will/will not trigger the data fee.
Adding another phone line, or making changes to any of the lines on a family plan will also trigger the data fee.
Other scenarios may also cause the data fee to come into play. This is all new, different reps tell you different things, folks are finding that what they have been told and what shows up on their bills is not consistent.
It's difficult, ifnot impossible, at this point to say how you will be affected in the future.

Yes, you can suspend service on a non 3G multimedia phone. You may also add a non 3G multimedia phone to your account without making changes to your account.
I'm sorry but I went to get an enV touch right before the new rate plans took effect, and I ordered the phone BEFORE the data plans kicked in, but they were still going to force me to pay for it. I was NOT happy! That's partly the reason I returned the phone--I was also told that my old Alltel plan would no longer be in effect after the new data plan date. I felt forced into the purchase to keep my current plan.
