I receive multiple calls daily from unknown out of state callers; likely telemarketers. How can I block these types of calls?

NO cell carrier offers a service that does this. But many of the current smartphones have call and text blocking features that are unlimited.

There are several free good apps available, one being Call Blocker and Mr. Number. I've used both, and I've found that Call Blocker to be a little better. you can set it up to where the caller can leave a voice message, or it will simply pick up and hang up without the caller's knowledge.

I don't get it. How does it know who to block and who to send to voice mail?

Sorry, I was kind of vague there. Once you add a number to the black list, it gives you two options. One, if you choose to allow the caller to leave a voice mail, it will send the caller to your VM, and not ring your phone. it would notify you if they left a voice message. If you just want to all out block the number, you would choose the Block option, which would not ring your phone, it would simply pick up and hang up, it wouldn't even ring on the callers end. Some apps won't block texts on Android, but this one does.

From my knowledge, if it shows up as unknown on your caller ID, it can't be blocked no matter what.

You can put your cell number on the Do Not Call list.

MY phone blocks calls and text by number, no need for an app.
I re-upped for the do not call list and it cut calls back. The only calls I still get are the "reduce your credit card interest robo calls, and calls for Connie.
I Haven't complained about Connie on the forum. 2 1/2 years ago I got a new line. And for 2 1/2 years I have received calls from her doctor, dentist, church friends, Life Lock, her bank, etc. I finally lost my mind last week and recorded a new voice mail tying to make a point that calls for Connie should not come to Liz's number anymore.
ANd I got the IRS is sueing you call too. LOL
