You don't have to have an actual phone number, you can have a Verizon tablet which has its own number for the line/account, but doesn't function as a phone number for calls.

If so, what line would it be if not a phone line?

I guess I am trying to determine what the $10 charge is for, since I bought the

The $10 is the line charge...the charge for having the device active and the charge for getting it free or at a subsidized price.  Line does not always mean Phone-Line.  Each device on an account is a line.
