No I don't think so. I am being charged $40 access charge per line now for a total of $160 for my 4 lines with the more everything with edge. I see advertised $15 per line with edge. Can I get the reduced monthly line access ?

I'm not sure, but I believe you will still be charged the $40 line access charge. You will just have another line item in your bill which is the $25 discount on an Edge line. This is how it shows up in the month-to-month discount which is equivalent to the Edge discount. Can someone with an Edge discount on their bill either confirm or refute this?

All 4 lines are on Edge? And you're on a 10 GB plan or more?

Did you recently purchase 4 new phones and are currently making Edge payments on those phones?

It is still going to show $40 as the line charge online. There should be somewhere where you see the discount mention.
