Is there a way to "unrestrict" a number selectively?

My brother-in-law has his service set to show "Restricted" when he calls.  Is there a way he could selectively allow family to see that it's him?  I'd like to know it's him instead of someone who I don't know and don;t want to know.  I have his number in my address book, but he still shows up "Restricted"

Thank you!  I just sent him a message with the information.  Now we'll see if he will use it.
