Is data usage on a USB 4G adapter consider as a device or hotspot?

I wanted to get some clarification on data usage on Verizon's 4g USB adapters:

Is the data usage on these considered on a device basis?

Or a hotspot basis?

Specifically:

I have a laptop and would prefer to use a laptop.   If I buy and hook up a 4g usb device to it, does it get 'unlimited' data or will it be throttled to 600 kpbs after 15gb of data?
