if I'm in the U.S. and I want to send a text message to person who has an international phone number, but the person is in the U.S. Do I need to include the country code? For example, if the person is from the U.K., visiting the U.S. For awhile, country code = 44, would I enter 44 prior to the remainder of the phone number?

I'd like to know as well there are a lot of angles here:
A US calling a UK phone while UK is in US. Does the UK phone have a US SIM plan? Is it based on the UK's location, International SIM plan, UK's carrier international plan?
