How do I find out who a person is by a past cell phone number?

I am a verizon primary account holder and wondering if any one knows how to find out a person's name for an old phone number (it's) been changed but I have the old number on billing records.

We do not have names of customers saved on your bill. You can see numbers that were dialed or received on your bill at www.verizonwireless.com under my verizon. Then you would press view my bill and usage details. We cannot disclose a customers information that have Verizon Wireless service.
