How can I delete I cloud drive I don't like it an makin my phone run slow

What cloud drive?  Google, Verizon, Apple, Microsoft, Dropbox...which one?

Disable auto-sync in the settings.  You can keep the app/service on the phone, just prevent it from always running and syncing.  That will save battery, speed, and data.

Well let me ask this if I was to rest every thing everything is back up an set everything buck up except updatin iCloud to I cloud drive will I lose anythin

You won't lose what you back up, but I don't think you really need to do anything other than adjust the settings for iCloud.
