Heading to India Next Month, What should we do about phone/data service while there? Iphone 5s user....

We are heading to India next month for about 3 weeks total. My wife has a verizon iphone 5, and we are wondering what is the best way to have cell phone access and data access while there...of course without incurring massive roaming charges. Can we get an international sim card and put it in the iphone, or are we better off getting a local phone and using that while on the trip? Thanks in advance.
