I am having an issue where one contact is not able to receive any messages from me. I have a Samsung Note 9, and when I send any message to them, it shows Error 31: Other network problem.
I have reset network settings, phone settings, and rebooted several times. I have not factory reset, but I'm hoping I don't have to.
Called verizon and they had me do many resets, safe mode, etc... as of now, I still can't send messages to this person. Any ideas?
I am in Zipcode 89183, and I am using the messages app that came preloaded on the phone. No other contacts are having this issue, just one person.
