I have the note 8. I'm in 91977. And as far as I've noticed, I'm only having this pop up in messages.
I have a Note10 Plus and I get the same issue. It is sporadic at best, but always seems to need a reboot of the phone. It has already happened to me twice this week which is more frequent than normal. I don't have the patience to try sending 12 times.
No other connection issues outside of this one.
I am using the Google Messages app.
