Does PEAK refer to times at loc where call originates or at my phone

I live in Hawaii.  Calls from NY can originate at 11am which is 5am my time.  Is this peak or nonpeak for me?

Non peak for you, peak for NY. Billing for you is determined by the time where YOUR phone is located. Billing for the other party is determined by the time where the other phone is located.
