On the More Everything plan your smartphone can be used as a hotspot with no additional fee as long as you stay under you data allotment. Also you will need to plug in as MHS uses a lot of battery life.

Checking through the info myself, I only saw devices like JetPacks which required a 2 year agreement to get the device at a subsidized price.  I saw no pay as you go or pay per use device or plan.  Hotspot is included with the More Everything plans, but that isn't pay per use like you used to could do a long time back when you just wanted to use the internet on a phone for a day pass.

Verizon Wireless sells two Prepaid Jetpacks ($50 & $75), but you have to add money to your account in order to keep them active. Example, if you purchase the $90/10GB/30day refill card, you have up to 1 year from the date you added money to your account to add more money.

Wait.  If, for example, I bought a 30 day card I'd have 1 year to use that 30 day card?  I thought it was only good for 30 days after activation, not that I could use 10GB over the course of 1 year.  I may be confused.  I believe OP is looking for a per-use type of plan and device.

MHS on your smartphone with More Everything would exactly fill the needs of the OP AND it wouldn't cost any extra time or money. You use it when you need it and when you don't need it you're not paying any extra. You also don't have to take time to go to a store to get a device activated every time you want to use it.

The prepay Jetpack plans are weekly/monthly plans and to stay active would need to bad paid according to the plan selected. For example, 3GB/$60 mo. This $60 would need to be paid every month to keep the device and service active. If it is not paid the device and service become inactive and if it is inactive too long the account will drop off of the system resulting in the user needing to visit a store to be reactivated and paying a $35 act fee.
