We have been attempting to contact Verizon due to water damage caused by an installer. Who can I contact?
While drilling through a wall the installer hit a cold water pipe causing it to burst and cause damage.

Do you have a receipt or a work order from them? I would look on there to see if there is a number or the name of the installer and call them. Or just call the number that you used to get them to come out.

Was this for the Verizon Residential landline services or Verizon Wireless service?

Good Afternoon,
This installation was performed at a multifamily residential building. We
do not have to work order as this request was submitted by a tenant living
in the apartment.
It occurred at [removed] Last July
2017.
We'd like to prevent from this claim from reaching the courts and
insurance, but given the length of time that has passed without response
from Verizon, we're prepared to proceed in such a manner.

You might have better luck calling 1-800-Verizon and selecting the Fios/landline side from the menu... These forums for both the wireless and the landline sections are community based, primarily.
Call and speak to a Fios rep who is paid to deal with this type of issue as that will likely give better results.
