i saw this with selecting your phone and plan, but i dont know if it would apply to you or not
Without the V CAST VPak or Mobile Web feature, you will still be able to access features such as Get It Now®, TXT Messaging, Picture & Video Messaging, and V CAST Music. You will, however, incur megabyte usage charges while using these services. You will not be able to access V CAST Video without the V CAST VPak.
Billing for Data Sent or Received. Data sent or received using Mobile Web (including advertising), Get It Now®, and other data applications will be aggregated at the end of each month, rounded up to the nearest whole megabyte, and billed at $1.99 per megabyte.
Rates are rounded to the nearest whole megabyte. One megabyte is equal to 1024 kilobytes. Application charges apply in addition to charges for data sent/received.

He's on a Nationwide Select Family Share plan which does include Unlimited Text, Picture, Video & Instant Messaging.
The data usage is likely due to Mobile Web usage. Access to Mobile Web, the feature itself, is included in his plan. However, data usage is separately billed.

picture messaging does not charge you data.
just to confirm some things with the data usage on your biling there ae only 2 instances where you would recieve data charges.
1.) going into and browsing mobile web (news, weather, sports etc...)
2.) Browsing/Previewing/Downloading anything through the Get it now menu for example if you go into the Get it Now menu and go to Music and Tones and just browse through and preview songs/ringtones/ringback tones. for the entire time are are on there you are using data being trasnfered abck and forth between you and Verizon wireless also some games will charge you data usage if you upload your scores.
one thing to remember anytime you see a small picture of a phone and 2 arrows on the very top of your screen that means that you are transmitting/recieveing data and will be charged 1.99 per mb.
