Our son is a forest fire fighter. He goes where he is most needed and was just sent to a fire in Washington state near the Canadian border. His phone hooked into a Canadian tower. Will we be charged international charges even though he is still in the US?

Yes, if he is getting a Canadian signal from a Canadian tower, the rates will be International. If he has a More Everything Plan or My Verizon plan, texting from Canada is free, but phone calls and data will be charged at significant rates.

If he has an IPhone, he's in luck. Have him go into Settings > Cellular > Roaming and turn OFF the Roaming Voice and turn off the International CDMA.
He will probably loose all service out there but he will not be connecting to a Canadian tower either.
