As I have stated, I believe Verizon only provides suspension for the duration of a deployment for US military personnel. I am not going to comment on whether or not it is a good policy, but I can understand their position.

What do you mean by "work it out with a phone call" when referencing the deposit? If your brother wants to take over responsibility for the account and his credit history warrants it, a deposit will be required. Only your brother can work it out and yes, it can be done with a phone call if he can provide a method of payment for the deposit over the phone. If you are asking "can you talk Verizon out of the deposit" if Verizon finds your brother's credit history requires a deposit, then the answer is most likely no, you will not be able to talk Verizon out of requiring a deposit. That is totally dependent on the quality of your brother's credit rating.

If you're not a member of our U.S. military, then you have the option of suspending service  without billing. You’re limited to two (2) suspensions within a 12 month period, with a maximum of 90 days per. For more details, click http://vz.to/1ddOJkC
