Can't send/receive texts to certain numbers

I cannot send or receive text from certain numbers. It said the message sent, but other people never get them. I can call people fine.
I just got this phone and activated it last night, and ported my same number over from Virgin Mobile.

I have a preowned Nokia Lumia 928.

I'm also having an error when I try to download a picture someone sent me.
