Are calls from verizon wirless customers to verizon prepaid mobile phones "in" aka "mobile to mobile"?

What plan do you have? And what plan does the prepaid phone on the other end have?
If you are on a post paid plan, the minutes will most likely be considered "IN" - or free, not counted against your allowance. The prepaid phone may or may not be charged minutes, depending on the plan. Some pre-paid plans count all call minutes, whether Verizon or not.

I would say that since it is Verizon that it is still considered to be mobile to mobile.
