On my current plan for basic phones I can block data without paying for usage controls. I want to get a smart phone for the use of the wi-fi only (and phone calls and texting) and because verizon is squeezing out any decent basic phones anymore. Is the option to block tower data available for smart phones? I have no need for it and am not going to pay for it.

Any smartphone activated on VZW's network requires a data plan; you can get a low-level one if you switch to a MORE Everything plan:

You can block mobile data.
Here's an example pertaining to the Moto X
- From a home screen, select Apps (located at the bottom).
- From the 'APPS' tab, select Settings.
- From the 'WIRELESS & NETWORKS' section, select More.
- Select Mobile networks.
- Select Data enabled to enable or disable data access over the Mobile network.
Enabled when a check mark is present.

Thanks for adding that ... just so the OP understands ... yes, you can turn off mobile data on a smartphone. I only turn my mobile data on when needed since I'm usually connected to wi-fi. However, as mentioned above, a data plan is required to be able to activate the phone on Verizon's network ... if you're on wi-fi all the time, a low-level data plan may work for you.
