I have an LG Voyager phone and the select family share plan. There is a person who aquired my number and keeps calling me and I would like to block his number, however, the only way I can see to do that is to sign up for a plan that costs $4.99 a month for usage controls. I would like to block this number, but not at the cost of $4.99 a month. Is it possible to block this number without having to pay for a service? If not, is it possible to get my own number changed?

Yea, log on to your online VZW account, and click my services, then go to Verizon safeguards, then you will see spam control, it looks like they give you the ability to block up to 5 numbers and emails for free now

I haven't tried it online yet, but I do know you can do it by calling into CS. I'm pretty sure there isn't any billing for blocking phone numbers that are harassing you and you can do up to 5 it seems. Now, these blocks will expire over time, so just make sure you keep an eye on that and renew the block.

If you call verizon wireless to change your number. Make sure you tell them its due to harrasment and they will not charge you to change your number. Also remember you can block up to 5 total numbers.
